I fixed the issue by specifying bin\ output folder in my debug configurations. Here is my solution.   The name was too long. in Service.vb - "Public Class mywebservice ..."but in Service.asmx - "..Class="webservice".. fixed it.. i was able to find this with the help of a tool called "Beyond Compare". Note: Don't close the Service1.asmx, if you close that window the service will stop and you will face the same problem again.
